This position will work on site with the Department of Corrections for the State of Alabama located in Montgomery, Alabama. The candidate will be responsible for overall coordination, status reporting and stability of project oriented work efforts for IT software projects. They will establish and implement project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Candidate will be responsible for defining project objectives, assembling project plans and teamwork assignments, directing and monitoring work efforts daily, identifying resource needs, coordinating quality review with the Quality Control team; and escalating functional, quality, timeline issues appropriately. They are also responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Candidate will coordinate communication within all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed and will assist non-IT Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Assistance will be provided to the Project Portfolio Manager in defining and developing a successful and repeatable project management philosophy that can be used as the foundations for an expanding project management process for the PMO. The candidate must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques and the must be able to manage one or more cross-functional projects of medium to high complexity.

Required Skills: 

  1. Ability to work a leader of an IT team, understanding the process to develop and manage an IT plan for Enterprise Systems
  2. Manage one or more medium to large-sized, moderately to highly complex projects simultaneously
  3. Able to mentor and instruct mentors project leaders and project management staff on IT Project development, execution, and completion processes
  4. Must possess excellent communication skills, both written and verbal
  5. Must be proficient in Microsoft Project, PowerPoint, Excel, and Word
  6. Must be able to develop and deliver proposals and presentations to PMO, customers, and executive staff

Additional Skills Desired:

1. Agile methodologies, preferably Scrum or Kanban


  1. Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or another related field
  2. Equivalent work experience may be substituted for degree (3+ years additional experience/2 years as Project Manager)
  • PMP Certification

Required Qualifications/Experience: 

  1. Typically has 7 to 10 years of IT work experience, including 4 or more years managing IT and/or software projects
  2. Experience with projects in multiple technologies and functions is preferred
  3. Experience working with Agile projects is preferred, especially Scrum or Kanban
  4. Experience working in Law Enforcement, Corrections, or state government is preferred

Optional Qualifications/Experience: 

  1. 4 years’ experience with extensive knowledge of Agile Process Development
  2. Experience with State Government, Medicaid, CHIP, and DHR business area or health care industry
